On motion of Mr. Burnes, as a privileged question (on the ground of erroneous reference), the Committee on Public Buildings and Grounds was discharged from the further consideration of the letter of the Secretary of the Treasury relative to the public building at Saint Joseph, Missouri, and the same was referred to the Committee on Appropriations.

On motion of Mr. Henley, as a privileged question (on the ground of erroneous reference), the Committee on Pacific Railroads was dis charged from the further consideration of the resolution of inquiry introduced January 26, 1885, concerning the appointment by the Presi dent of commissioners to examine the California and Oregon Railroad, and the same was referred to the Committee on the Public Lands. On motion of Mr. Oates, by unanimous consent,

Ordered, That House Report No. 2308 be reprinted for the use of the House.

On motion of Mr. Rosecrans, by unanimous consent,

Ordered, That the Committee on Military Affairs have leave to print the petition and accompanying papers of J. R. Haskell in relation to the multicharge gun.

By unanimous consent, leave of absence was granted as follows, viz: To Mr. Budd, indefinitely;

To. Mr. James E. Campbell, until Monday next; and

To. Mr. Payson, indefinitely.

The Speaker, as required by the statute, laid before the House the following resolution of the Senate; which was referred to the Committee on Printing, viz:

Resolved by the Senate (the House of Representatives concurring), That the Annual Report of the Smithsonian Institution and National Museum for the year 1884 be printed, and that there be printed 16,060 extra copies; of which 3,000 copies shall be for the use of the Senate, 6,060 for the use of the House of Representatives, and 7,000 for the use of the Smithsonian Institution.

Mr. Rosecrans, as a privileged question, submitted the following resolution; which was read, considered, and agreed to, viz:

Resolved by the House of Representatives (the Senate concurring), That the President of the United States be requested to return to the House of Representatives House bill No. 1017; the House being advised that there is an error in the enrolled bill by the insertion therein of the word "hereafter" instead of the word "thereafter," which was the word used when the said bill passed both Houses of Congress.

Mr. Holman, as a privileged question, from the committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill of the House (H. R. 7874) making additional appropriations for the naval service for the fiscal year ending June 30, 1885, and for other purposes, submitted the following report, viz:

The committee of conference on the disagreeing votes of the two Houses on the amendments of the Senate to the bill (H. R. 7874) making additional appropriations for the naval service for the fiscal year ending June 30, 1885, and for other purposes, having met, after full and free conference have agreed to recommend, and do recommend, to their respective Houses as follows:

That the Senate recede from its amendments numbered 3 and 4. That the House recede from its disagreement to amendments of the Senate numbered 1, 2, 5, 6, 7, 8, 9, 10, and 12, and agree to the same. That the House recede from its disagreement to the amendment numbered 11, and agree to the same with an amendment as follows: Restore

the matter proposed to be stricken out by said amendment amended as follows: Insert after the word "seventy-five," in line 10, page 15 of the bill, the words as fixed by the act approved June 30, 1876; and the Senate agree to the same.

The House having proceeded to the consideration of said report, After debate thereon,

Mr. Holman demanded the previous question; which was ordered, and under the operation thereof the said report was agreed to.

Mr. Holman moved to reconsider the vote last taken, and also moved that the motion to reconsider be laid on the table; which latter motion was agreed to.

Ordered, That the Clerk acquaint the Senate therewith.

Mr. William R. Cox, as a question of privilege, presented the credentials of James W. Reid as a Representative from the fifth Congressional district of the State of North Carolina, to fill the vacancy occasioned by the resignation of Alfred M. Scales, who resigned his office on the 30th of December last.

The same having been read,

Mr. Reid appeared and, having taken the oath of office prescribed by section 1757 of the Revised Statutes, took his seat in the House.

On motion of Mr. William L. Wilson, as a privileged question, Ordered, That the House further insist upon its amendments to the bill of the Senate (S. 729) for the protection of children in the District of Columbia, and for other purposes, disagreed to by the Senate, and agree to the further conference asked for by the Senate on the disagreeing votes of the two Houses thereon.

Ordered, That Mr. William L. Wilson, Mr. Spriggs, and Mr. Jeffords be the managers at the said conference on the part of the House.

On motion of Mr. Singleton, the morning hour for the call of committees for reports was dispensed with, two-thirds voting in favor thereof.

Mr. Abram S. Hewitt, as a privileged question, moved that the House resolve itself into the Committee of the Whole House on the state of the Union, to consider the bills for raising revenue;

And the question being, put, viz:

So the motion was agreed to, and the House accordingly proceeded to business upon the House Calendar for the purpose of considering bills relating to the forfeiture of lands granted railroads, the first bill of that class being the bill of the House (H. R. 180) to declare forfeited certain lands in the State of Michigan granted to aid in the construction of railroads, and to enforce the same by judicial proceedings; When
