REGULATIONS

FOR THE GOVERNMENT OF

THE LIBRARY AND READING ROOM.

ARTICLE 1.-The Library shall be open daily, (Sunday ex cepted,) from 3 o'clock, P. M., to 10 o'clock, P. M.

ART. 2.-Each member shall have the privilege of reading at the room, during the hours the library is open, (though, at the same time, in possession of a book at his residence,) on condition of his leaving on the table such books as he may have made use of.

ART. 3.-The Librarian may loan to any member one Folio or Quarto for four weeks; one Octavo for three weeks; two Duodecimos for two weeks, and no greater number, unless so connected as to be otherwise useless. New Books shall remain in the Library one week, and then may be loaned for half the usual time only, until the expiration of three months: but no member shall be entitled to more than ONE new work at a time.

ART. 4.-Any member who shall retain a book, or set of books, longer than the time above specified, shall forfeit and pay to the Librarian ten cents per week; after four weeks the fine shall be doubled, and after three months, forfeiture, as in case of the loss of a volume.

On new publications, double fines shall be exacted for detention beyond the period allowed for loaning the same.

ART. 5.-Any book may be re-loaned, unless application has been made by another member, and the Librarian requested to record the application.

ART. 6.-The Directors may designate such publications as shall not be removed from the library, except by special permission of the Board.

ART. 7.-The Librarian shall enter in a book, to be kept for the purpose, the number of every volume delivered by him; the name of the person to whom delivered; the time of taking and returning the same, together with the forfeitures arising from every default. He shall collect all forfeitures incurred by the members, and account for the same to the Treasurer.

He shall report to the Board of Directors the names of such members as may refuse to pay their forfeitures; lose or damage any book belonging to the library; and at their first regular meeting in February and August, report to the Board the names of all delinquents, with the amounts remaining unpaid.

He shall see that the books and library room are kept in good order; shall duly observe the instructions which may be given him by the Board of Directors, and take care that the regulations relative to the loaning of books be strictly adhered to.

ART. 8. He shall ascertain, during the months of March and September, by an examination of the account of each member, the book or books not then returned to the library in season; and he shall cause the same to be procured of the members in default.

ART. 9.-If any member lose or injure a book, he shall make good the same to the Librarian; and if the book lost or injured be one of a set, he shall pay to the Librarian, for the use of the Association, the full value of said set, and may thereupon receive the remaining volumes as his property.

The value of any book so lost or injured, to be determined by the Board of Directors.

ART. 10.-No stockholder or subscriber shall be permitted to take out a book, until he shall have signed the customary obligation for its safe return, nor when in arrears for contributions or fines more than one month.

ART. 11.-Any member wishing to withdraw from the Association, must inform the Librarian of it; see that his resignation is registered, and pay up his dues and fines, else he will be considered as continuing a member, and charged accordingly.

ART. 12.-There shall accompany, and be read with each annual report, the names and residences of all members in arrears

twelve months, and all having books out six months, and a copy furnished to the Librarian for the inspection of members.

ART. 13.-Any member shall have the privilege of introducing strangers to the reading room, by becoming responsible for their deportment, and entering their names in a book kept for that purpose; but no person shall be considered a stranger after he shall have resided three months in the city, or adjoining districts.

ART. 14.-The Board of Directors shall appoint annually, at their first stated meeting in January, four committees of three members each, who shall in succession superintend the library, and to whom shall be referred all matters requiring immediate action.

ART. 15.-Boys under fifteen years of age are prohibited from visiting the library, except to borrow a book, or return one for a member, avoiding all unnecessary delay; while in the library they shall not be permitted to handle the books.
