registration list strictly complied with. Laborers are registered as caulker, rockman, cartman, teamster, keeper, watchman, oiler, coal passer, helper, day workman, scrubwoman and ordinary laborer.

The roster is complete and with the other records of the commission held to be sufficient to make it possible to establish the legality of the appointment of all persons in the classified service.

“During January of 1910 the chief of police was dismissed by order of the commissioner of public safety. On appeal he was reinstated by the courts. The question of the legality of the appointment of sixteen policemen which we mentioned in our last report has been decided in favor of the policemen by the commissioner of public safety of this city."

MEANING OF "ELECTIVE OFFICES."

1. "Elective offices" within the meaning of the Civil Service Law are those filled by election by the voters in some political division of the State, and no office filled either by an election or an appointment by a board of supervisors is an elective office within the meaning of the statute. (MATTER OF PHILLIPS, 139 App. Div. 365, aff'd 200 N. Y. 521.)

PHYSICIANS TO COUNTY JAILS APPOINTMENTS.

2. Physicians to the county jails of the several counties are within the classified service under the Civil Service Law and appointments to that office must be made in accordance with that law; that the term of the office is indefinite does not exempt it from the provisions of the Civil Service Law.
