For every expenditure requisite for and incident to the survey of the coasts of the United States and of coasts under the jurisdiction of the United States, including the survey of rivers to the head of tide water or ship navigation; deep-sea soundings, temperature and current observations along the coast and throughout the Gulf Stream and Japan Stream flowing off the said coasts; tidal observations; the necessary resurveys; the preparation of the Coast Pilot; continuing researches and other work relating to physical hydrography and terrestrial magnetism and the magnetic maps of the United States and adjacent waters, and the tables of magnetic declination, dip, and intensity usually accompanying them, astronomical and gravity observations; and including compensation, not otherwise appropriated for, of persons employed in the field work, in conformity with the regulations for the government of the Coast and Geodetic Survey adopted by the Secretary of Commerce and Labor; for special examinations that may be required by the Light-House Board or other proper authority; for commutation to officers of the field force while on field duty, at a rate to be fixed by the Secretary of Commerce and Labor, not exceeding two dollars and fifty cents per day each; outfit, equipment, and care of vessels used in the Survey, and also the repairs and maintenance of the complement of vessels, to be expended in accordance with the regulations relating to the Coast and Geodetic Survey from time to time prescribed by the Secretary of Commerce and Labor, and under the following heads: Provided, That no advance of money to chiefs of field parties under this appropriation shall be made unless to a commissioned officer, or to a civilian chief of party, who shall give bond in such sum as the Secretary of Commerce and Labor may direct. FOR FIELD EXPENSES: For surveys and necessary resurveys of the Atlantic and Gulf coasts of the United States, including the coasts of outlying islands under the jurisdiction of the United States: Provided, That not more than twenty-five thousand dollars of this amount shall be expended on the coasts of the beforementioned outlying islands, seventy thousand dollars. For surveys and necessary resurveys of the Pacific coast, including the Hawaiian Islands and Alaska and other coasts on the Pacific Ocean under the jurisdiction of the United States: Provided, That this appropriation be available for the transportation to and from Manila and employment in the office at Washington of not to exceed three Filipinos at any one time, one hundred and seven thousand five hundred dollars. For continuing researches in physical hydrography relating to harbors and bars, and for tidal and current observations on the coasts of the United States, or other coasts under the jurisdiction of the United States, six thousand four hundred dollars. For offshore soundings and examination of reported dangers on the coasts of the United States, and of coasts under the jurisdiction of the United States, and to continue the compilation of the Coast Pilot, and to make special hydrographic examinations, and including the employment of such pilots and nautical experts in the field and office as may be necessary for the same, fifteen thousand dollars. For continuing magnetic observations and to establish meridian lines in connection therewith in all parts of the United States, and for making magnetic observations in other regions under the jurisdiction of the United States, including the purchase of additional magnetic instruments, and the lease of sites where necessary and the erection of temporary magnetic buildings; for continuing the line of exact levels between the Atlantic, Pacific, and Gulf coasts; for furnishing points to State surveys, to be applied as far as practicable in States where points have not been furnished; for determinations of geographical positions, and for continuing gravity observations, fifty thousand dollars. For any special surveys that may be required by the Light House Board or other proper authority, including the expenditures authorized under Public Act Numbered One hundred and eighty-one, approved May twenty-sixth, nineteen hundred and six, and contingent expenses incident thereto, five thousand dollars, together with the unexpended balance under this appropriation for nineteen hundred and six and prior years which is hereby reappropriated and made available on this account for the fiscal year nineteen hundred and seven. For objects not herein before named that may be deemed urgent, including the preparation or purchase of preliminary plans and specifications of vessels and the actual necessary expenses of officers of the field force temporarily ordered to the office at Washington for consultation with the Superintendent, to be paid as directed by the Superintendent, in accordance with the Department of Commerce and Labor regulations, and for the expenses of the attendance of the American delegates at the meetings of the International Geodetic Association, not to exceed five hundred and fifty dollars, four thousand dollars.
