COLLECTING INTERNAL REVENUE.

The Commissioner of Internal Revenue is authorized to assign at
each winery where wines are to be fortified such number of
gaugers or storekeeper gaugers, in the capacity of gaugers, for
special duties as may be necessary for the proper supervision of
the making and fortifying of such wines, and the compensation
of such officers shall not exceed $5 per diem while so assigned,
together with their actual and necessary traveling expenses, and
also a reasonable allowance for their board bills, to be fixed by
the Commissioner of Internal Revenue, but not to exceed $2 per
day for said board bills (act, June 7, 1906, p. 455).......
For the employment of such additional force of chemists, internal-
revenue agents, inspectors, deputy collectors, clerks, laborers,
and other assistants as the Commissioner of Internal Revenue,
with the approval of the Secretary of the Treasury, may deem
proper and necessary to the prompt and efficient operation and
enforcement of the act for the withdrawal from bond, tax free,
of domestic alcohol when rendered unfit for beverage or liquid
medicinal uses by mixture with suitable denaturing materials,
and for the purchase of locks, seals, weighing beams, gauging in-
struments, and for all necessary expenses incident to the proper
execution of said act, there is appropriated the sum of $250,000
(act, June 7, 1906, p. 457)...

A deputy collector of internal revenue is authorized to be appointed
and stationed at San Juan, P. R., with compensation to be fixed
as in the case of other deputy collectors of internal revenue (act,
June 29, 1906, p. 458) ..

For wages of workmen and adjusters and for other clerks and employees, the appropriation is increased from $115,000 for 1906, to $150,000 for 1907-an increase of $35,000..

For the services of skilled draftsmen and such other services as the Secretary of War may deem necessary to be employed only in the Signal Office to carry into effect the various appropriations for fortifications and other works of defense, to be paid from such appropriations, in addition to the employees appropriated for in the Signal Office, there is authorized to be expended during the fiscal year 1907 the sum of $25,000—an increase of $25,000..
