MILITARY ESTABLISHMENT-Continued.

Hereafter the Secretary of War shall be authorized to detach from
the Army at large such number of enlisted men as may be neces-
sary to perform duty at the various recruit depots and the United
States military prison, and of the enlisted men so detached, and
while performing such duty, there shall be allowed for each depot
and the prison one who shall have the rank, pay, and allowances
of battalion or squadron sergeant-major, and for each recruit and
prison company one who shall have the rank, pay, and allow-
ances of first sergeant, five the rank, pay, and allowances of ser-
geant, and six the rank, pay, and allowances of corporal, of the
arm of the service to which they respectively belong
A colonel or lieutenant-colonel heretofore or hereafter assigned to
active duty shall hereafter receive the same pay and allowances
as a retired major would receive under a like assignment ...
All enlisted men of the Regular Army who have been appointed
commissioned officers of Philippine Scouts subsequent to March
2, 1903, or who may hereafter be so appointed, and who upon
their muster out have returned or may return to the ranks of the
Regular Army, shall have such period of service counted as if it
had been rendered as enlisted men, and that they be entitled to
all continuous-service pay and to count, in computing the time
necessary to enable them to retire, as enlisted men

Hereafter no officer holding a rank above that of colonel shall
be retired except for disability or on account of having reached
the age of sixty-four years until he shall have served at least
one year in such rank....

PAY OF THE NAVY,

Assistant engineer on the retired list of the Navy (Henry E.
Rhoades), from the half-pay list, $950, to the 75 per cent pay list
of retired officers, $1,425 (act, May 23, 1906, p. 583).
Any officer of the Navy not above the grade of captain who served
with credit as an officer or as an enlisted man in the regular or
volunteer forces during the civil war prior to April 9, 1865, other-
wise than as a cadet, and whose name is borne on the official
register of the Navy, and who has heretofore been, or may here-
after be, retired on account of wounds or disability incident to the
service or on account of age or after forty years' service, may, in
the discretion of the President, by and with the advice and con-
sent of the Senate, be placed on the retired list of the Navy with
the rank and retired pay of one grade above that actually held by
him at the time of retirement: Provided, That this provision shall
not apply to any officer who received an advance of grade at or
since the date of his retirement or who has been restored to the
Navy and placed on the retired list by virtue of the provisions of
a special act of Congress ...

PAY OF THE NAVY-continued.

The provision contained in section 13 of an act approved March
3, 1899, entitled "An act to reorganize and increase the efficiency
of the personnel of the Navy and Marine Corps of the United
States," reading as follows: "Provided, That such officers when
on shore shall receive the allowances, but fifteen per centum less
pay than when on sea duty; but this provision shall not apply to
warrant officers commissioned under section twelve of this act,"
is repealed.

All chaplains now in the Navy above the grade of lieutenant shall
receive the pay and allowances of lieutenant-commander in the
Navy according to length of service under the provisions of law
for that rank, and all chaplains now in the Navy in the grade of
lieutenant shall receive their present sea pay when on shore duty:
Provided, That naval chaplains hereafter appointed shall have
the rank, pay, and allowances of lieutenant (junior grade) in the
Navy until they shall have completed seven years of service, when
they shall have the rank, pay, and allowances of lieutenant in the
Navy; and lieutenants shall be promoted, whenever vacancies
occur, to the grade of lieutenant-commander, which shall consist
of five numbers, and when so promoted shall receive the rank,
pay, and allowances of lieutenant-commander in the Navy...
The allowances of civil engineers and professors of mathematics in
the Navy shall be the same as are or may be provided by or in
pursuance of law for naval constructors, and the allowances of
assistant civil engineers the same as for assistant naval construct-

By the army act:

For the construction of buildings on the military reservation at Fort Mason, Cal., for a general depot for the supply departments of the United States Army, and the necessary storehouses, offices, shops, stables, sheds, power houses, quarters, and other buildings, together with wharves for the accommodation of at least four ships of the army transport service, including the preparation of the ground for building sites, the acquisition by condemnation proceedings of the submerged lands needed for wharves, the construction of roads, walks, and drainage, and for the installation of sewerage, water-supply, and electric-light systems, within the limit of cost of $1,500,000, in addition to the appropriation of $750,000 therefor, a contract is authorized for (p. 51)

By the District of Columbia act:

For site for and toward the construction of one 8-room school building in Anacostia (eighth division) to relieve the Van Buren School, within the limit of cost of $60,000, in addition to the appropriation of $40,000 therefor, a contract is authorized for (p. 84).

For site for and toward the construction of one 8-room school building to relieve the McCormick School, within the limit of cost of $60,000, in addition to the appropriation of $40,000 therefor, a contract is authorized for (p. 84)..

By the Military Academy act:

For completing the necessary improvements at the United States Military Academy at West Point, N. Y., in accordance with the general plan approved by the Secretary of War, in addition to the contracts of $5,500,000 previously authorized, contracts are authorized for (p. 236)..

For constructing an addition to the post-office at
Baltimore, Md., within the limit of cost of
$150,000, in addition to the appropriation of
$75,000 therefor, a contract is authorized for

For constructing a first-class ocean-going tug for
service in saving life and property in the
vicinity of the North Pacific coast of the United
States, and the equipment of the same with wire-
less-telegraph apparatus, surfboats, and such
other life and property saving appliances as
may be deemed useful in assisting vessels and
rescuing persons and property from the perils
of the sea, said vessel to cooperate with the life-
saving station at or near Neah Bay, within the
limit of cost of $170,000, in addition to the appro-
priation of $100,000 therefor, a contract is au-
thorized for (p. 289) ..

For constructing a steam vessel specially fitted for
and adapted to service at sea in bad weather, for
the purpose of blowing up or otherwise destroy-
ing or towing into port wrecks, derelicts, and
other floating dangers to navigation, said vessel
to be operated and maintained by the Revenue-
Cutter Service under such regulations as the
Secretary of the Treasury may prescribe, within
the limit of cost of $250,000, in addition to the
appropriation of $100,000 therefor, a contract
is authorized for (p. 289).
For constructing a light-vessel to be placed off
Nantucket Shoals, Mass., within the limit of cost
of $115,000, in addition to the appropriation of
$50,000 therefor, a contract is authorized for
(p. 296)....

For constructing a light-vessel for the sea entrance
to Ambrose Channel, New York Bay, within
the limit of cost of $115,000, in addition to the
appropriation of $50,000 therefor, a contract is
authorized for (p. 297)

For establishing a light-house on Staten Island,
N. Y., and raising West Bank light, within the
limit of cost of $100,000, in addition to the appro-
priation of $50,000 therefor, a contract is author-
ized for (p. 297) .

For constructing a light and fog signal station on
the south end of the breakwater, harbor of
refuge, Milwaukee, Wis., within the limit of
cost of $100,000, in addition to the appropria-
tion of $50,000 therefor, a contract is authorized
for (p. 297)

For constructing a light and fog-signal station on
Rock of Ages, Lake Superior, within the limit
of cost of $100,000, in addition to the appro-
priation of $50,000 therefor, a contract is
authorized for (p. 297)

For constructing a steam tender for use of the
light-house engineer of the twelfth light-house
district, within the limit of cost of $150,000, in
