FOREWORD

This volume of treaties and related material is part of a three volume set of laws and related material frequently referred to by the Committees on Foreign Relations of the Senate and Foreign Affairs of the House of Representatives, amended to date and annotated to show pertinent history or cross references.

Volumes I and II contain legislation and related material and is republished with amendments and additions at the end of each annual session of Congress. Volume III which contains treaties and related material will not be revised every year, but only as

necessary.

This year, volume III has been revised for the first time since 1977.

We wish to express our appreciation to Larry Nowels of the Foreign Affairs and National Defense Division of the Congressional Research Service of the Library of Congress who prepared this year's compilation.

EXPLANATORY NOTE

All treaties included in this volume, except as noted below, are currently in force. The texts of the treaties have been codified, with footnoting, to show them in amended form. Treaties included in the volume but not presently in force for the United States are the Convention Relating to the Status of Refugees on page 151, the Treaty for the Prohibition of Nuclear Weapons in Latin America with Additional Protocol on page 40, and the Interim Agreement on Certain Measures With Respect to the Limitation of Strategic Offensive Arms on page 58. All other material in this volume is in force as of January 1, 1981.
