Department of Agriculture.

The Secretary of Agriculture is charged with the supervision of all public business relating to the agricultural industry. He appoints all the officers and employes of the Department, with the exception of the Assistant Secretary and the Chief of the Weather Bureau, who are appointed by the President, and directs the management of all the divisions and sections and the bureaus embraced in the Department. He exercises advisory supervision over agricultural experiment stations deriving support from the national Treasury, h control of quarantine stations for imported cattle and of interstate quarantine rendered necessary by contagious cattle diseases. Department of Commerce and Labor. The Secretary of Commerce and Labor is charged with the work of promoting the commerce of the United States and its mining, manufacturing, shipping, fishery, transportation and labor interests. His duties also comprise the investigation of the organization and management of corporations (excepting railroads) engaged in interstate commerce; the gathering and publication of information regarding labor interests and labor controversies in this and other countries; the administration of the Light-House Service, the taking of the census, the making of coast and geodetic surveys, the collecting of statistics relating to foreign and domestic commerce, the inspection of steamboats, the supervision of the fisheries, the supervision and control of the Alaskan fur-seal, salmon and other fisheries. the jurisdiction over merchant vessels and seamen of the United States, the supervision of the immigration of aliens and to the exclusion of Chinese; the custody, contruction, maintenance and application of standards of weights and measurements, and the gathering and supplying of information regarding industries and markets for the fostering of manufacturing. During a period of twelve years from June 7, 1900, any officer on retired list may be ordered to such duty as he may be able to perform, and shall receive pay of an officer of active list.

Allowances-The monthly commutation allow5,500 ance for quarters of the Admiral of the Navy is 6,500 $125. All other commissioned officers of the line 2,975 and Medical and Pay Corps of the Navy, and officers of Marine Corps receive same allowances, except forage to naval officers, as are or may be provided by law for the officers of corresponding rank in the Army. When quarters in kind are not supplied, commutation is allowed at the rate of $12 per month per room.

Boatswains, gunners, carpenters. sailmakers, warrant machinists, pharmacists and mates receive the same commutation for quarters as second lieutenants of the Marine Corps.

The pay of officers serving on shore in Porto Rico, Cuba, Philippine Islands, Hawaii and Alaska is increased 10 per cent. of the pay proper, exclusive of longevity additions, and pay of enlisted men of the Marine Corps serving on shore in those places is increased twenty per cent. above reg1,400 ular rates of pay exclusive of longevity additions, to be computed from and including May 26, 1900.

All officers below rank of rear-admiral or brigadier-general are entitled to 10 per cent. upon full yearly pay of their grades for every period of 5 years' service, as increase for length of service, or "longevity pay," computed upon actual service in Army, Navy and Marine Corps; provided the total amount of increase shall not exceed 40 per cent. upon full yearly pay of the grade; also that pay of a captain in the Navy or colonel of Marines shall not exceed $4,500 per annum, and of a commander in the Navy or lieutenant-colonel of Marines $4,000 per anrum.

Naval officers of the line, Medical and Pay Corps receive 15 per centum less than the full pay (salary and increase) of their rank when on shore, and full pay when on sea duty or shore duty beyond seas. Reduction of pay on shore does not apply to chief boatswains, chlef gunners, chief carpenters or chief sailmakers.

Officers of the fine, Medical and Pay Corps of the Navy retired prior to passage of act approved March 3, 1899, receive same pay on retired list that they received before passage of said act. Those retired subsequently receive 75 per cent. of pay (salary and increase) of their rank,

Charles Wagner, author of "The Simple Life," and pastor of the Evangelical Liberal Chapel of Arquebusiers, Paris, France, arrived in New York City, Sentember 17, 1904, on the French line steamer La Lorraine, remaining until December 1. An extended tour north of Washington, D. C., and as far West as Chicago, was devoted to lecturing on "The Simple Life" and "The France of To-Day." September 26 a notable visit was made upon President Roosevelt. The Peace Conference in Boston, which opened October 3, and the St. Louis Exposition, were also visited. In both Manhattan and Brooklyn the distinguished pastor spoke to crowded houses, notably in Brooklyn, before the Brooklyn Institute, November 14. at the Central Presbyterian Church, November 27. and before the Brooklyn Alliance Francaise, November 28.

Pan-American Railway.

The construction of a pan-American railway to unite the three Americas, which was decided upon at the Pan-American Congress at Mexico, is now assured by the formation of the Pan-American Railway Company at Guthrie, Okla., with a capital of $243,794,000. The line will start from Port Nelson, on the Hudson Bay, thence to Winnipeg, and will traverse the Dakotas, Nebraska, Kansas, Oklahoma, Texas, Mexico, Central America, Panama, Colombia, Ecuador, Peru and ends at Buenos Aires. Branch lines will be built to Rio de Janeiro and Valparaiso. The total length of the line will .Omaha be about 11.000 miles. Only about one-half of this .Hastings will be built, since existing lines cover the balance. It is estimated that it will cost $193.000.000 Reno to build the connecting lines, and that it will take eight years to complete it.
