POSTAL REGULATIONS.

Domestic matter is divided into four classes, governed as follows:

DOMESTIC RATES APPLY. The domestic rates apply to the United States, Porto Rico, Guam, Philippine Islands, Shanghai (China), Tutuila, Cuba, Canada, Mexico, Hawaii, *See exceptions which follow. FOREIGN.

Printed matter of every kind, commercial papers, samples of mdse.. 1 cent each 2 ounces or fraction thereof, but at least 5 cents must be paid on each packet of commercial papers and 2 cents on each packet of samples of merchandise.

1st-Embraces letters, postal cards, post cards, all matter wholly or partly in writing or sealed against inspection, postage two (2) cents per ounce or fraction. A circular does not lose its character as such by adding in writing therein the name of the addressee or sender or date; any other additions render it subject to first class postage. Postage one (1) cent for each two ounces or fraction thereof. Limit of weight four (4) pounds, except single books. Postage must be fully prepaid and great care exercised not to add any written words or figures except such as are permissible. 4th-Unsealed packages of merchandise and all matter not embraced in the first, second or third class, and which from its nature will not destroy or damage the mails or injure the persons handling it. Postage, one (1) cent an ounce or fraction thereof. Must be fully prepaid. Limit of weight, four (4) pounds. Permissible written additions: name of sender and address and occupation, but only when preceded by the word "from" and any marks, names, numbers or letters for purpose of description. Sealed packages and other written additions render it liable to first class postage. FORWARDING MAIL MATTER.

Matter of the first class can be forwarded until it reaches the addressee.

MEXICO AND CANADA.

Matter mailed in U. S., addressed to Mexico, is subject to the same postage rates and conditions as that addressed in the U. S.. except that articles of miscellaneous merchandise (4th class matter), in unsealed packages not sent as bona fide trade samples are required to be sent by "Parcels Post," and that the following articles are absolutely excluded from the mails.

All sealed packages other than letters in the usual form; all packages (including packages of 24 class matter which weigh more than 4 pounds 6 ounces), except such as are sent by parcels post; publications which violate any copyright law of Mexico.

Samples of mdse.: Packages not in excess of 4 ounces, 2 cents. Packages in excess of 4 ounces. for each 2 ounces or fraction thereof, 1 cent. Limit of weight, 12 ounces.

WHAT CANNOT BE MAILED.

The following are unmailable: Liquids, ardent, vinous, spirituous or malt, or those liable to explosion or spontaneous ignition or combustion by shock or jar, inflammable oils, poisons, explosives, animals, alive or dead (stuffed natural specimens excepted); explosive or poisonous powders, matches and other articles easily inflammable, fresh fruit and vegetables liable to decomposition, insects (except queen bees and their attendant bees and dried insects when safely secured), substances exhaling offensive odor, all other articles (not securely packed or cased, and then safely packed in hard wood or metal boxes with screw lids or secured by clasp or slide, strictly conforming to methods prescribed by the P. O. Dept.) which are liable to destroy, deface or damage other mail matter, or to harm the person of any one in the postal service; obscene and indecent books, prints, writings or papers; all letters upon the envelopes of which, or postal cards upon which, indecent, lewd, obscene or lascivious delineations, epithets, terms or language are written or printed; all matters concerning lotteries, so called gift concerns, or similar enterprises offering prizes, or concerning schemes devised or intended to defraud the public or for the purpose of obtaining money under false pretenses, and all mail matter not addressed to a post office or to no particular person, firm, company or publication.

CAUTIONARY NOTICE.

All valuable mail matter should be registered. Each piece of mail matter should be fully prepaid with stamps affixed before mailing, as only first class mail matter is forwarded when short paid, when one full rate has been prepaid.

FOREIGN PARCELS POST. Parcels Post Conventions have been concluded between the United States and Germany, Chile, Guatemala, Nicaragua, New Zealand, Jamaica (including the Turk's and Caicos Islands), Honduras, Venezuela, British Honduras, British Guiana, Bahama Islands, Barbados, Danish West Indies (St. Croix, St. John's and St. Thomas), Costa Rica, Mexico, Republic of Colombia, Newfoundland, Leeward Islands and the Republic of Salvador, Windward Islands (Grenada, St. Lucia, St. Vincent and the Grenadines) and Trinidad. following provisions apply in the United States to parcels of merchandise, other than samples-and all other articles not prohibited: Parcel not exceeding 1 lb.... Every additional pound or fraction..........12 cts Dimensions allowed are: Greatest length, 3 ft. 6 in.; greatest length and girth combined. 6 ft.; except for Colombia, Costa Rica, Mexico, for which the greatest length is 2 ft.; greatest girth,

Note: The rate to Chile and Bolivia is 20 cents 3. The senders of registered articles may obtain for each pound, or fraction of a pound. assurance of their receipt by persons addressed by indorsing them with the words, "Return receipt requested.'

Limit of weight is 11 lbs., except for certain post offices in Mexico and all offices in Germany, to which packages are limited to 4 lbs. 6 oz. Postage must be fully prepaid by stamps affixed. Parcels Post packages can only be mailed at the main post office or at the branch carrier stations after each package has been examined and is attached to a parcels post declaration.

SPECIAL DELIVERY SYSTEM.

A special 10 cent stamp, when attached to a letter or package (in addition to the lawful postage). will entitle such to immediate delivery at desti-1 nation within the carrier limit of a free delivery office between the hours of 7 A. M. and 11 P. M.. by messengers, and on Sundays in Brooklyn from 8 to 10 A. M. and 2 to 11 P. M. in the General P. O. district.

Short paid second, third and fourth class matter. to which is attached a special delivery stamp, cannot be forwarded.

Special delivery matter is forwarded by ordinary scheduled mails only, but secures immediate delivery at office of destination during proscribed hours. Inquiry should be made at the Post Office regarding delivery of out of town mails on Sundays.

Note-Maximum amounts for which a money order may be drawn, payable in the United Kingdom, Bermuda, Jamaica, Cape Colony or British Guiana is $50, but there is no limitation to the number of international orders that may be issued, in one day to remitter, in favor of the same payee.

DOMESTIC MATTER-REGISTERED MAIL.

Any article of the 1st, 2d, 3d or 4th class mail matter may be registered at any Post Office in the United States.

The fee on registered matter, domestic or foreign, is 8 cents for each letter or parcel, to be affixed in stamps, in addition to the postage. Full prepayment of postage and fee is required. Two or more letters or parcels addressed to, or intended for the same person, cannot be tied or otherwise | fastened together and registered as one.

A return receipt signed by the addressee and showing delivery is returned to the sender of each Domestie registered letter or parcel.

The Postal authorities give an indemnity for domestic registered mail lost in transit up to the amount of $25. At the main office mail matter can be registered at all hours, except Sunday, from 8 A. M. Monday to 10 P. M. Saturday. At carrier stations from 8 A. M. to 9 P. M.

Letter carriers will register letters at residences as safely as if they were taken to the Post Office. The conditions are that they must: 1. Be in good order and inclosed in a secure envelope. 2. Bear the name and address of sender. 3. Bear the name and Post Office address of the person to whom they are to be delivered; and, 4. The postage and registry fee must be prepaid either with tamps attached to the letters, or in money to the letter carrier, who will write the amount in the receipt which he gives you. The carrier cannot wait for you to prepare your letter, or to make change, or engage in conversation. If you give him too much money for postage, it will be returned to you direct from the Post Office, but not if the postage and fee are paid in stamps.

FOREIGN MAIL MATTER.

1. Any article of mail matter may be registered, provided that when presented for registration the postage thereon be fully prepaid by postage stamps affixed, and, in addition, in the same manner the registration fee, which is uniformly 8 cents.

2. Name and adress in full of sender must be indorsed on or written across the end of the letter or article before it can be registered.

An act of Congress, approved May 19, 1898, authorized the transmission in the mails of private The law in brief states that it shall be lawful to transmit by mail. at the postage rate of one cent apiece, payable by stamps to be affixed by sender, and under such regulations as the Postmaster General may prescribe, written messages on private mailing cards, such cards to be sent openly in the mails, to be approximately of same form, quality and weight as the stamped postal card now in use in the United States.

To be entitled to such privileges users of mailing cards must conform to these rules:

1. Cards must be unfolded and not exceed 3 9-16x 5 9-16 inches, nor less than 2 15-16x4% inches.

The quality of the cards must be substantially

that of the Government postal cards, and weigh about 6 lbs. 3 ounces to the thousand.

3. The cards may be of any color which does not interfere with the legibility of the address and post mark.

4. The cards must bear these words at the top of the address side: "Post Card." unobstructed by any other matter. When prepared by printers or stationers for sale they shall bear on the face, in the upper right-hand corner of the address side. an oblong diagram, with the words. "Place the postage stamp here"; and in lower left-hand corner the following words should be printed: "This side is for the address."

5. The postage rate applicable to cards for the United States and its Island possessions, also Cuba, Canada and Mexico, is 1 cent; for other countries, 2 cents.

6. The face of the card is reserved exclusively for postage stamps postmarks and the address, which may be in writing, printing. by means of a stamp or by an adhesive label of not more than %% of an inch by 2 in size. The sender may in the same manner indicate his name and address on the face or back of the card; and engravings and advertisements may be printed on the front if not interfering with a perfectly distinct address.

7. The message on the cards may be either in writing or print: and there may also appear on the message side advertisements, illustrations or other matter printed.

8. There must be attached to every card mailed a postage stamp of proper value.

Newspaper and package boxes for the receipt of mail matter too large for ordinary letter boxes have been placed at 300 principal points throughout the city. These boxes are collected from twice a day, Sundays excepted.

THE TROLLEY MAIL SERVICE.

The utilization of the street railroads in this borough in connection with the postal service was begun on Aug. 3, 1894, over the Fifth Av. and West End Div. of the Atlantic Av. R. R. to Coney Island. Mails now are exchanged with Sta. V. L and suburban branch offices of Blythebourne, Bath Beach, Coney Island, Ft. Hamilton and Sheepshead Bay and Station C. This service now extends on the lines of the Brooklyn Rapid Transit R. R. to Stations A, B, D, E, F, G, S and W, taking the place of wagon service.

PNEUMATIC TUBE SERVICE

is in operation between the Main Post Office and the New York Post Office. The tube is 1 2-3 miles in length each way, each carrier having a capacity of 300 to 400 letters. Carriers can be forwarded on 20 seconds' headway, and the time in transit be
