PARKS, DRIVES AND STATUES-MANHATTAN-Continued

In 1876 Riverside Park and avenue was placed under control of the Park Dept. In 1891 the city acquired parcels of land west of the park. In 1900 the city secured the lands north of 1224 st. and in 1899 land on the west of Riverside Drive and railroad tracks, making total area about 140

acres.

William H. Seward Park was opened to the public on Oct. 17, 1993. This is the first park in Greater New York planned especially for play ground and gymnasium features. It contains a splendid pavilion, with shower baths, toilet facilities, etc.

Small Parks-Chap. 320, Laws of 1897, gave the Board of Street Openings and Improvements power to select and locate parks south of 155th st.. and the following parks were acquired: De Witt Clinton, cost $1,272,385; Mulberry Bend, $1,522,055.60; Hudson, $533,765.04: park at Worth and Baxter sts.. $154,724.67: Washington-Lafayette, $47.000; East River Park Extension, $522.118.88; Hamilton Fish. $1,719.455; Thomas Jefferson, $2,748,122.50; Colonial, $1.473.071.62: Wm. H. Seward, $1.811,127; Corlears Hook, $1.370,421.

Playgrounds during the summer of 1903 have also been maintained in Corlears Hook, Hamilton Fish. Tompkins Square, DeWitt Clinton, Hudson and Battery Parks.

In DeWitt Clinton Park a children's farm garden was maintained during the summer and vegetables were grown to maturity by the young farmers. The results obtained were very gratifying and the experiment has attracted a great deal of attention all over the country, and the department has received many letters commending the work. THE SPEEDWAY.

Opened July 1, 1898, with its approach from 155th st., is about 2 1-5 miles long, and is the only driveway in Manhattan where there are no restrictions as to speed. The cost of construction has been about $3,025,000, exclusive of land values, PUBLIC GOLF LINKS are located at Van Cortlandt Park, Van Cortlandt and Jerome avs.

The Bronx Parks,

Twenty years ago there were no parks in The Bronx. April 19, 1883, the Legislature passed an act empowering the Mayor of New York to appoint a commission of seven citizens to select lands in the 23d and 24th Wards. This commission was appointed prior to May 1, 1883, confirmed by the Board of Aldermen May 1. The commission made their report to the Legislature in 1884. The authorities then proceeded to take title to the lands embraced in the report, which included Bronx, Crotona, Claremont, Pelham Bay. St. Mary's, Van Cortlandt Parks; Crotona, Mosholu, Bronx and Pelham Parkways, and fee vested in the city Dec. 12, 1888.

Van Cortlandt Park-Second in size in the borough, accessible by the N. Y. & Northern R. R. and several trolley lines running through Jerome av., and the Kingsbridge trolley. This tract was disputable ground during the Revolutionary War. The manorial residence of the Van Cortlandts was erected 1748 and was occupied by Washington and

still standing was used by both armies in cutting logs for building bridges, roads, etc. Vault Hill is the burial place of the Van Cortlandt family. The parade ground is the finest in the State, consisting of 150 acres. Van Cortlandt Lake comprises 75 acres. The Parade grounds have been opened to polo teams of Squadron A of the National Guard. The colonial mansion in front of the Parade grounds has been turned over to the care of the Colonial Dames, and is used by them as a museum of Revolutionary relics. There are also tennis courts, cricket fields, base ball diamonds, and an 18-hole golf course covering a lineal area of 5 miles. The statue of General Porter was unveil in this park in 1902.

Bronx Park derives its name from Jonas Bronck, who purchased the land from the Indians about 1639. The Bronx River runs through it, containing several falls and cascades. The Park is divided into three sections: the northerly section has been set apart as a Botanical Garden. under the jurisdiction of the New York Botanical Society; the southerly end is used as a Zoological Park by the New York Zoological Society, and the central part, about 150 acres, under jurisdiction of the Park Dept. The southeastern section of the park, comprising 261 acres, is in charge of the Zoological Society. The plan comprises 55 different series of buildings, cages and ranges. Admittance free, except on Mondays and Thursdays (25c). The president of the society is Levi Bronx P. Morton; director, Wm. P. Hornaday. Park is reached by 3d av. elevated to 161st st.. with transfer to West Farms; to 177th st., with transfer to Tremont av trolley as far as Southern Boulevard; to 177th st., with transfer to 3d av. as far as Fordham. The last route is to the northwest entrance. The Botanical Garden cost over $400,000 and is free to the public.

Pelham Bay Park, with its coastal indentations, its picturesque bays and inlets and open water front is one of the most beautiful in the world. It contains large tracts of woodland trees that are centuries old. This park is being developed by carriage roads and foot paths.

Crotona Park is being improved and a fine athletic field has been laid out in it.

It contains the old Zbrowski mansion now used for offices of the Park Dept.; acquired in 1888. St. Mary's Park was formerly a portion of the estate of Gouverneur Morris, a prominent delegate to the convention which framed the Constitution of the United States. A large portion of the park is very high, commanding fine views of the East River, L. I. Sound, Harlem and Hudson Rivers. Acquired in 1888.

Macomb's Dam Park was acquired in 1899 and is divided into several sections by the streets. is adjacent to the Harlem River and is the headquarters for many rowing clubs,

THE GRAND BOULEVARD AND CONCOURSE. The Concourse is designed to provide connection between Manhattan and the park systems in the northern and eastern portions of The Bronx. It was first proposed in 1892 by Louis J. Heintz, then Commissioner of Street Improvements. Louis F. Haffen, who succeeded him as commissioner, began the agitation for a grand boulevard, and the Legislature passed a law, Chapter 130, Laws of 1895, to provide for the acquisition of title to the lands necessary for the boulevard, which vested in the city on August 28, 1897. The cost of the lands acquired was $2,428,382.

In Jan., 1900, a resolution providing for the construction of the boulevard and concourse passed the Board of Public Improvements and the Municipal Assembly, and was approved by the Mayor. The work was advertised to be let in Dec., 1901. but owing to an injunction obtained on the ground of some alleged irregularity in the proceedings the bids for the work were not received. In Jan.. 1902, when Mr. Haffen assumed office as President of the Borough, at the request of the city administration, the work was re-authoriezd by the Local Board of Morrisania on June 30, 1902, by the Board of Estimate and Apportionment on July 8, 1902, by the Board of Aldermen on July 21, 1902, and was approved by the Mayor July 21, 1902. The estimated cost of the work of construction was $1,052, 153. The contract was let Aug. 20, 1902, the lowest bid being $1,011,322.50. The ground was broken for the work by President Haffen on Oct. 2, 1902. at the junction of Morris av. and 175th st. The time estimated for its construction is 1,000 days.

The route of the concourse is from E. 161st st., at Mott av., and extends to Walton av., thence at a width of 182 feet north to Mosholu parkway. Its total length is 44 miles. It will have a central driveway for fast driving 56 feet feet in width, a macadamized driveway on each side 24 feet in width for general traffic and access to abutting property. There will be 20 feet sidewalks on each side, and between the central and side driveways bicycle paths will be constructed. The spaces between the driveways and the paths will be planted with trees and sodded. The present contract does not provide for the construction of transverse roads, of which there are nine. These are to be constructed at some future time. These transverse roads are intended to cross underneath the concourse, so as not to obstruct the central drive, and will probably cost in the neighborhood of a million dollars. On the southerly end there will be an elevated approach from 155th st. Central Bridge. The land has been acquired for this structure, and the cost of this structure will be about $500,000.
