The percentage of increase of census children from 1866 to 1879, and of decrease from 1879 to 1881, and the increase from 1881 to 1882 is as follows: In other words, from July 1, 1881, to June 30, 1882, 152,217 were enrolled in the public schools, while the average number belonging, the actual pupils of the school, were 116,047, and 107,177 were in daily attendance during the whole term school was maintained. Since 1866 the non-attendance of census children has been as 366 .90. 17 27 But, in order to obtain a correct estimate of the attendance at school of census children, we must take the average number belonging-that is, the number of children who can be considered as actual pupils of the public schools-instead of the total number enrolled, as in this number are included all those who attend for so short a time--sometimes only for a day, or, at longest, for a week-that they cannot be classed as pupils of the public schools.
